Many new laser printers come with starter cartridges which are only partially full. How full depends upon the manufacturer and the model. usually the cheaper the model, the less toner you get because the companies give away the printers in order to get you to buy their overpriced cartridges.
However I do not believe this is the case with inkjet cartridges. Even the retail ones you buy in the store for $20 or so contain almost no ink. How can they possibly give you any less? A lab opened up some Epson cartridges and discovered the T069 only has 7 ml of ink and the T088 only has a miserable 3 ml. I saw someone put a brand new Epson cartridge in their CX8400, print a single 4 x 6 photograph, and the printer already said it was out of cyan ink.
I get my Epson compatible cartridges at http://www.ccs-digital.com. They cost under $3 and hold 20 ml, roughly triple what epson gives you. Then I turn in the empty ones and get $3 back for each. That's totally free ink. If you have an epson, you can do it too. http://www.ccs-digital.com/freeink.asp

Depends on if you bought a new printer or a returned to store printer. Returned to store printers that have been refurbished at the store generally are at 3/4 but new printers should be full cartridges but depends on the manufacturer who put in the cartridges if they don't cheapskate the customers.

You probably wouldn't notice the difference except by if you are using a high yield of printing. If you are using a deskjet printer, the cartridges would run out within 100 pages of black or (cyan / yellow / magenta / combo) cartridge. Laser cartridges generally hold 1000 page yield but varies per model and usage.
